This project will be completed in four distinct phases. The Major Drainageway Plan has three phases. The Flood Hazard Area Delineation is completed in one phase utilizing the hydrology from the Major Drainageway Plan. In each phase a draft of that phase’s report sections is provided, the project sponsors review it, and then the final copy is submitted.
Baseline Hydrology Phase
The baseline hydrology serves to quantify the peak stormwater flows associated with the different return frequency storm events. This hydrology takes into account the existing and future land use conditions and is used as the baseline hydrology for the Flood Hazard Area Delineation, the Alternatives Evaluation, and the final Conceptual Preliminary Design Report.
Alternatives Evaluation Phase
The Alternatives Evaluation phase of the project investigates improvement scenarios to assure that the most appropriate design recommendations are made. These improvements include channel and roadway improvements, channel stability measures, water quality recommendations, and overall floodplain management practices.
Conceptual Design Report
Once the Project Sponsors have selected the most desirable alternatives from the Alternatives Evaluation Phase, this phase of the project further develops the plan into a preliminary design. The purpose of the preliminary design is to better define the critical design elements and to refine future expected construction costs.
Flood Hazarad Area Delineation Report
The Flood Hazard Area Delineation (FHAD) defines the limits of the floodplain during a 100-year storm event. This report will be used to update the floodplain delineation along Coal Creek and Rock Creek. This report will depict the existing flooding problems along both creeks without future improvements.
